Congressman Bill Posey (R-Rockledge) introduced the Rulemaking Accountability and Reform Act of 2023 (H.R. 5930) as part of his agenda to reform the federal rulemaking process and combat executive branch overreach and overregulation by federal agencies.

“Often federal agencies make rules and regulations, enforceable as laws, that go beyond their legislative mandate. One way we can strengthen our economy and preserve our liberty is by tackling overregulation and excessive over-reach by federal bureaucrats,” said Congressman Bill Posey.

Posey’s legislation reins-in overregulation by requiring federal rulemaking agencies to clearly state or cite the statutes and specific grants of authority from Congress that the agency has relied upon to assert the power to promulgate the rule and all its provisions. Last April Congressman Posey introduced the CURB Act (H.R. 2513) which requires federal agencies to identify three rules that the agency is repealing for any proposed new rule, unless the proposed rule is required by statute passed by Congress.
